2005 Wrangler - when I am coming to a complete stop, I get a surge of
power (that is, the RPM goes from about 800 to 1100 for a quick
second.  Any ideas of the cause?

I had a similar problem with my 93 YJ (automatic, I6) it would idle at 500
rpms and kick up to 1000, if my foot wasn't firm on the brake it would want
to move forward- turned out to be the distributor was bad - take a look at
your distributor cap and if it is white fuzzy (as mine was) on the inside
you might want to persue the distributor ( replacing the cap also....).

good luck
