88 YJ Idle

Idle drops when stopping.  Recent rebuild on the carb.  Idle drops
down to 200-300 and sometimes stalls all together when stopping.  I
have ensured the idle tubes are clean and the hole size is .032" and
the idle still drops when stoppping. Need to give the gas pedal a shot
before motor will restart. Normal idle runs about 650-700. Happening
during level city driving.
Any thoughts?

First thing I'd check is the low idle screw.  Initial though is the
plate is closing too much.
