Footman loops

I found two footman loops,
one on each side, on my floor next to the door, towards the front,
bolted to the floor,
under the carpet,

what are these for?

Maybe to chain the passenger in to keep them from jumping??

The footman loops next to the seats are
for securing the roll cage extensions that
are removed when folding down the
windshield....
