I just bought a new Kia SportageV6 and I am disappointed in the gas
miliage. I am getting 400 kilometers a tank, is that normal?

I suggest you be patient.
For better or worse, Kia's seem to be a throw-back, at least in the sense
that they seem to need a good bit of genuine break-in like cars of the past.
Many new models don't need much of it anymore. But I would say you will be
in a break-in mode, especially in terms of what you will eventually see for
mileage, for around 10,000 km.
But also be aware that, (assuming you have the 2.7L V6) while that is a
nice, smooth and surprisingly torquey and powerful engine that seems to give
very few problems, it is not necessarily a fuel economy champ.
But from where you are now, you can expect it to improve at least somewhat.

Is that primarily highway, primarily city or an even mix of both? Each
of those cases will produce dramatically different results.
As the other poster pointed out, KIA engines do require a break-in
period of a few thousand kilometres. Some people also have reported
better mileage by switching to synthetic oil.
In short, do as the other poster suggested and give it some time. Drive
mainly highway for about 2000 to 5000 kilometres at a steady and
controlled pace if you can. Do the first oil change a tad on the early
side and keep records of how you are doing. I suspect that you will see
a difference.
There is the synthetic oil option as well.
Finally, you do have a warranty. Have your dealer work with you if you
remain concerned.
