The check emissions light is on constantly now but the car idles fine.
once the accelerator is applied in first second and third gears the car
bucks and the check emissions light starts to flash.  once up to speed the
bucking stops. usually only bucks for 3 -4 seconds.  and the light stops
flashing as well but stays lite. (manual tran). it also does this at high
speeds on the highway if going up a hill.
i have had two different opinions

1 that there is a vacuum leak

2 i need to replace the fuel filter

The car has 67000 miles.  Where is the fuel filter located and is it easy
to replace? or at least somewhat accessable?

Well i changed the fuel filter.. still does it. i took apart most of the
vacuum system and put it back together looking for leaks and came up empty
handed.. i know the car had a problem several years ago with the vacuum
system.. a tube kept coming off so it was soldered in place.. if that
helps any.. i looked for the soldered tube but couldnt find it.. i did see
two solder splaters on top of the engine but no soldered tube..

A flashing CEL means a misfire has occured. First thing to check would
be the condition of plugs and wires. If that turns up nothing, then it
sounds like something is momentarily giving a bad reading, mass
airflow, O2, TPS, or the like. Whats the code the computer is giving
you?

i Dont know the code.  How do i find out what the code is? i will check the
plugs and wires once my girlfriend brings the car home.  Update: the light
is still on constantly and and starts to flash and buck like before going
into gears.  no worse no better yet. ill get back to you after checking
the wires

I am experiencing the identical problem, identical car, Kia Spectra 2001-
Idles Rough, Sputters when applying gas pedal like it's not getting any gas,
CEL is on always. I've replaced the fuel filter, plugs, air filter MAF sensor,
none of these made any difference. Could it be as easy as new wires? The
wires appear to be completely fine. My error codes read misfire on ALL FOUR
cylinders. 301-304.
