tyre kickers

I saw the following advert:

Landrover Defender 90 300tdi truck cab. Ebbwvale, Gwent
Excellent vehicle, great looker, no dents, mechanically good chassis
and bulkhead good, resprayed in 2k paint in Landrover portabello red.
Loads of stainless steel extras. New back exhaust, new servo, new
vacume pump, new alloys and tyres. Real head turner. 10 months mot,
taxed £6,000 ono. No tyre kickers.

My question is this: It all looks good, but I am worried about the
lack of "tyre kickers". Is the car road legal without them? Can one
buy them separately? What exactly do they do?

"Tyre kickers" are similar to "canvassers", it's not illegal to drive
without them, but it is more productive.  Sadly it's not illegal to
drive over them, but this is surely just a matter of time.

If you want any tyre kickers or canvassers, put an advert in the local
paper for anything at all to get canvassers, or a car to get tyre
kickers.

Tyre kickers are available the Saloon Bar (or Posh End for
knocked-through) of Pubs. Also known as Total World
Authority Talkers, they will have intimate knowlegde of
every car ever built, despite only ever having "owned"
whatever car the company provides. While not actually
compulsory, they are highly reccommended as they are far
more au fait with automotive design that any engineer
working in the industry, have far better knowledge
of MOT regulations than any Tester and are more than happy
to assist the Police with any queries regarding motoring law.

They can be installed in your vehicle semi-permenently,
but can be rather irritating unless secured with gaffer
tape.

Often one and the same, as most models are switchable between any
subject. These more advanced models can be identifed by system
quirk that introduces golf into any subject.

Not to be installed alongside MotherInLaw v. 2.0 - compatibility issues.

Mind you that's to be avoided anyway, causes a nasty whining sound
from the rear of the vehicle.

Easily cured with gaffer tape, though.
