Does anyone have any ideas why the top set of rear tail lights do not work?
Bottom set and all brake lights work fine.

If it is a former "Dutch car" it is because of old regulations. Just
disconnected.
Kind regards,
Erik-Jan.

OK, if they are disconnected, where do I re-connect them?

It all depens on when the vehicle was built - the upper lights not
working is intentional. For a time they were built with them just
disconnected, in which case the harness will be there, otherwise
the harness will not have the leads in it, so you'd have to make your
own. You'll have to have a look and see what wiring is or isn't present.
