I'm not that new, but I use it intermittently. Would seem there should be
some way of blocking or deleting these awful spammers, and I certainly hope
no one would patronize them or even click on their sites. That only
encourages more of this crap.

Apparently you either didn't get my email, or haven't read it.
To get your answer, start with the newsgroup, news.announce.newusers,
and follow any promising links in the articles.
There is no centralized point of control on Usenet. The closest we come
is moderated groups, but this isn't one, and isn't likely to become one.
