Does a 1992 SC 400 use a timing chain or a belt?  What is the
recommended interval for replacement, or does it give some sort of
symptoms like a chain noise, if it uses a chain, when it's worn out?

Thank you in advance ...

The 1992 SC 400 uses a timing belt.  The recommended replacement interval is
60,000 miles.

Does it have a belt inspection window, or do you need to take the
covers off?

The timing belt cover does not have a belt inspection window.  You may be
able to undo the top bolts on the timing belt cover and pull the cover back
far enough to check the belt's condition.

Since the timing belt is generally replace on a mileage/time interval,
inspection is not really necessary.
