Eagle One Etching Mag Cleaner. It says "Do not use on polished aluminum or
painted wheels" but I've used it *occasionally* for many years now with no
ill effects to the painted wheels. Do not leave it on more than 20-30
seconds and scrub the major crud with a toothbrush.

I've had much luck with 'Simple Green' it's pretty serious and I like the
fact that it's biodegradable.

I agree that Simple Green used with a toothbrush works well. The
original poster may want to consider putting the car on jackstands and
working on the wheels when they're placed flat. Prevents run-off of
the cleaner and allows you to really see all the dirty spots.
