929 Climate Control Stays On.

I have a 1992 929 and the climate control system panel stays active
even when ignition switch is off and the key is removed.  

Also, when the "auto" button is pushed (with the key out) there is a
clicking sound from above the passenger's side floorboard.

What is causing this?  How do I fix it?

Someone may have used tin foil instead of a fuse and shorted out terminals
