4 years ago we had a 93 mazda 121, great little car, but ended up selling
it.
Just bought another, but this time a 96 model 121 without Power Steering
Only then did I read the www, re the marketing tactics of mazda
and how they stripped the poor little bubble of features to compete with
ford.
Anyhow, the 96 seems VERY heavy in the steering at slow speed.
so heavy I can believe they shipped like that, something has to be wrong.
Tyre pressures are a bit high but OK @ 35psi so
I'm thinking maybe toeout? Any other ideas?
I searched google, but only came up with tyre pressures or weak wrists.
Neither is the prob here.
The tyres are worn a fair bit, so I'll put a new set on. Any suggestions
re brand & size? Anyone fixed heavy steering with a particular brand of tyre
(if it's not toeout?)

That's what happens without power steering. It will feel even heavier
if all you're used to are cars with power steering.
btw, what's a 121, and where are you? There's no such model in the US.
