does anyone know where the windshiel wiper rest positioning sensor is and

Chances are, you have to reset the motor with wiper arm off...

With wiper disconnected... turn on motor and then turn it off... that is the
final resting position on motor... then hook up the wiper in its final
resting position too.

Try to move the wiper arm by hand or to stop it  working. You feel the
difference of a worn plastic gear and an unsrewing nut on the axis
because the arm joint is serrated.
