They are connected to manifold vacuum.

Byblown exhaust gas recycling and oil damp combustion and vacuum
production inside the engine. Part of the catalytic converter system to
avoid any exhaust bypassing the converter. It is connected to intake
manifold after air filter. The negative pressure over the filter inside
engine is proportional to to air flow into the engine a fact used for
idling control.
