Does anyone know the proper torque specs and procedure for the cylinder head
bolts on a  95 C280  104 series?

The bolts have length 160 mm, over 163,5 mm you need new ones. The bolts
have to be clean and oiled at their head plane.

You start with the bolt in the middel right hand side in driving
direction, than the opposite on the left and the alternating the next
two back and forth ending with the front bolts.

1. stage 55 Nm with torque key
2. stage 90° with rigid key
3. stage 90° with ridig key
