I have a 1995 E320. There is a hose on top of the expansion tank (no, not the one to the radiator) that enters the tank at the neck, just above the bottom seal of the cap. It has web insulation. Is is, perhaps, a vacuum line, and if not, what is it?

Security vapor/water hose downwards.

It serves to protect the engine from blown hot water in case of
overheating and the mechanics skin if he tries to open the boiling
system under pressure.

That is a safety hose that let coolant escape under controlled spray toward
your headlight. Its purpose is for when the engine overheated or
overpressurized that will let the hot coolant or vapors to excape without
scalding someone when they open the hood.

Simple hose... just change it with similar hose if needed and you are
alright.
