Unlikely.
If they're not doing their job it should use some oil. What do you think
they're there for?

If the motor doesn't burn oil then the valve guide seals are probably OK.
After a mile or two of driving the motor should be at about 80 degrees
C., if not, the the engine's thermostat should be replaced with a new one.

I asumme your talking about a gasoline engine. With bad valve guide seals
you'll see blue smoke on start up and it'll run pretty good. Oil consumption
can be significant like a quart every tankful of gas. Plugs can get fouled
ans so can the O2 sensor. Some seals can be replaced from the top without
head removal.
