You have to remove the entire instrument cluster.  It's not difficult, but
you do have to be careful not to break or scratch any of the plastic trim.
Start by removing the "D" panels on either side of the steering column -
they are held in place by spring clips.  Depending upon model year, the D
panels may each have an extension that sits above the steering column, or,
there will be a small third piece there that needs to be removed.
Obviously, putting the steering wheel in the lowest position will help.

There will be plastic trim surrounding the entire instrument cluster that
needs to be removed.  It is also held in place with spring clips so just
gently pull it toward you to remove it.  Once this is done, you will see two
(IIRC) screws on the bottom of the instrument panel that need to be removed,
and two plastic "keeper" screws on the top.  Remove these and the instrument
cluster is now free.  Ease it away from the dash and look on the back, from
the top.  You will see an electrical connection that is removed by releasing
its locking lever.  That is the only connection - the cluster should now be
free.  Just maneuver it out from behind the steering wheel (which may be
assisted by releasing the steering wheel lock and tilting it up and down
while manipulating the cluster).

You may find a spare bulb on the back of the cluster assembly.  If not, any
of the indicator bulbs will work, so if you do not have the fog light
indicator enabled, you can use that bulb.
