Vacuum Advance Pipe and Weber Twin Choke Down Draught Carb

Hi,

Can anyone tell me what it is that I do with the Vacuum advance pipe once
fitted a Webber carb?

Do I remove the pipe and plug up the Vacuum unit, or do I just leave it
open?

This is on a 1989 MINI 30, Mini Mlk6.

Leave a minimal opening to have the 'enclosed' air volume inside the vacuum
advance unit behave like a damper and still maintain a constant
(atmospheric) pressure when the unit heats up.
