Make sure he's using the correct MOT chart and NOT using limits for a
car with a lambda sensor... that's what my MOT guy did so we went home,
fully messed with the whole fuel system and took it for a retest.  He
then realised that he was using the wrong chart and it would have passed
first time... it's never run right since :(

Should have got a better car....
One that works..
Steer clear of mini's if you want to get from a 2 b with any reliability.

Air filter in good condition?  No blows in exhaust?  Std exhaust fitted?
Checked all connections to sensors around the airfilter box? (if you're not
using the 57i kit).  Coil resistance tested (fit a known good unit)

I take it the tester is using the correct chart, the bmw mini cooper has
tighter emmission standards - just be sure he's looking at the ROVER mini
MOT specs, not just MINI specs.  look at your emission sheet.  It should
have target values.  The BINI's are lower than the real mini's.  This is
just a thought as it's been known to happen.

I had this prob, i didnt have a cat on my 93 cooper coz it didnt need one,
go back to the mot centre and remind them that there is a section in the
mot'ers bible, the mini-stry of transport mot guide, there is an "annex" in
the back listing minis that dont require a cat test, this is because rover
fitted crap cats that would fail even at the cars first cat test after 3
years. The list shows certain chassis numbers from and to, if your cars
chassis number falls inside those listed your car will only require a
standard emmissions test prescribed for cars made after 1975.

Plus also, you can take the cat off and replce it with a thru pipe adding a
few bhp to output.

Is this link of any help?

http://www.vosa.gov.uk/vosa/publications/special%20notice%2004-03.pdf

The document is along those lines, but at the time the mini cat was crap,
and as an amendment to the manual stated the need or not to have the test,
but only to cars made around 92 or 93, which is only determinable by
matching chassis numbers listed on the annex.
Its quite difficult to read the pdf, but is similiar to the one i accessed,
apart from the slip in the book that gave the specific info.
