Title it in another state. Illinois gives little hassle and I am sure they
Nevada or Alabama would even be easier. Then transfer it over. I think
there is a Madison mini club. Find them and ask for help.

The problem isn't that it came from Canada. the problem is that it was not
built to USA motor vehicle standards and does not have a sticker from the
manufacturer on the drivers door frame to say that it was. Transferring it from
another state will not help as it will go back to the same woman in the same
department when the non-standard Vin number hits the computer. In fact the
woman who I delt with who is the supervisor told me that because my car has
triggered the question, she will be searching the data base and RECINDING
titles to other vehicles found that match the parameters of mine. Can you
imagine getting that letter? The real maddening part is that she is way off
base and is in fact breaking state statutes with this interpretation of the
law. But as my State Senetor told me- The DOT has a lot of power and has great
latitude in their interpretation of the Statutes. It will be an interesting
battle in my appeal.

Can you take it to another office to transfer it over? We have at least 3
offices in the town where I live and some are more strict than others when
it comes to getting tags/transferring/renewing. Sometimes I get a super nice
person that doesnt mind that I havent renewed the insurance on the car in
years and other times I get idiots that wont take my current insurance card
that doesnt have the vehicles VIN that I just told her I transferred prior
to driving to the DMV. If you have another office I would try going there...
even if you have to go 30 miles away or something.

for the Mini I bought on eBay.

They said something was "fishy"!
In Kansas I have to go to court to get a "quiet title" for around $800.00.

The seller refunded me $800.00 to cover my expenses.

It sounds like they're messing with you all right.
I was under the impression that the 25 year rule was a National
law that exempts any car from both the safety, and emissions rules.
I'd check the intent of the law if I were you.
As an alternative, you could get a title in another state.
You probably just got a grumpy person to deal with,
like I did with the angry inspector.
If your appeal doesn't work, I'd get an attorney,

Several of those cars on that site are definitely late models (twin point
injection? - and the Mary Quant Designer model was launched in June '88)
The only way to get cars like that to pass the US authorities is to give
them a new identity - including new VIN plates. It *is* 'fishy', but the
dealer (and, I hope, the customer) know the game they're playing.

Don't feel too bad about accepting the $800. The car in the ebay ad is
at the very least a 1977 model. It's quite likely that it is later
than that since it has the 8.4" disc brakes.
Reverse lights and tandem circuit brakes were introduced in 1977 in
the UK. I would guess that it also has the twin stalk steering column
controls.
