I am looking for one in the Merseyside area, actually. Would there be
anything in particular worth looking for in the Yellow pages? I.e are
garages with dynos marked differently? Or is there anything like a
national registry?

The A series 'guru' is not too far from you .... Peter Baldwin on 01223
207217 (Wilsher Garage at Wimpole, near Royston). Highly recommended.

I rang Peter and he said that there is no point booking in an injection
cooper as there is nothing that can be done to optimise its performance. Is
this true?

It is certainly true that rolling roads have a lot better impact on
carburettor minis. If there is "no point", I wouldn't be able to answer.

I can't say I'm an expert on the injection cars. I guess the ECU is
controlling all the fuelling. You can modify the car mildly and the ECU will
correct the fuel/air mixture accordingly. But I understand much beyond an
air filter and exhaust swap is too much for the ECU to cope with. You are
then into tweaking the electronics I believe.
