As you probably already know the two remaining major Mini specialists
are Northern, many miles away in West Heidelberg, and Link, slightly
more miles away in Mitcham. Both are good. As far as I know, neither has
a dyno.
In the same street as Link, Thornton Crescent, there is (once was?) a
company called "Ignition developments" who can do your ignition regraph,
so that might be a good reason to go all the way to Mitcham. At least
they're near a station if you can't get a lift home.
Another "almost Mini" specialist worth knowing about around Sandringham
though is the Morris Minor Company just off South Road in Alex street
Moorabbin. It's run by an excellent guy called Thorpe, who I've done
occasional business with since I got my first car, a Morris Major, in
1982. (My Minor doesn't do much distance, so it doesn't get much work
done on it.) In recent years he's diversified a bit into Minis, but most
of his work still seems to be Minors. Obviously the Morris Minor crowd
aren't generally into things like high performance motors, so Thorpe
doesn't have a dyno, but I suspect he's rather fond of hot Minis, so
he's probably good for the preparation work. Alternatively, he certainly
knows who else is around and can probably recommend someone.
Another possibility worth considering is the MG place on North Road just
east of East Coast Auto Parts, possibly on the corner of Cobar St.
There also used to be a guy called Bob Gill who ran "Gillspeed" in
Oakleigh, specialising in Midgets and Sprites. He was in one of the side
streets on the south side of Burlington street, I think either Regent
Street or Westminster St. He doesn't seem to be listed in the phone book
any more, so he may be gone.
Given how many Spridgets get raced, any MG/Spridget specialist is going
to be mixed up in performance tuning for the A series motor.

There is no substitute for tuning on a dyno, but you don't need a dyno
to get started and get within cooee of right. A dyno operator working
alone obviously charges his time at a rate to support both himself and
his dyno, so you probably want to pay someone else to do the initial
setup, fit the right carb, get the needle about right, etc, then pay
dyno prices to get it spot on.
Many of the better (older) dyno operators will have experience with SU
carburettors and often with Minis. Avoid the guys who just want to do
trubo skylines and sylvias!
There used to be someone in the industrial area at the west end of Park
Road Cheltenham (near Reserve road) who did dyno tuning of early Datsuns
(with jap copies of SUs) and BMC stuff. I think they were on Charlton
Avenue or in one of the blocks of factories with long driveways down the
side off Park road itself. "Dukes service centre" is a name that rings a
bell and I see they're listed in the phone book as Reserve road, so that
may be the same people. I'm pretty sure Dukes were an authorised BMC
workshop in the deep dark past, so you could try ringing them and see if
they A) have a dyno, and B) have anyone who can remember what to do with
a Mini!
There is a place in Graham Road Highett, just beside the car wash on the
corner of Bay road, which looks like it might do this sort of stuff too.
I know nothing at all about them except what I've seen driving past. You
could try wandering in there and seeing if they sound like they know
what to do with a Mini.
All a bit vague, but hopefully one of these leads turns out to be what
you're looking for.
