Sounds like a ground problem or a burning (ie resistive) connection
somewhere. Check with a meter which pin is the ground, or not +12 Hi or +12
Lo, then run a temporary ground wire to see if that helps. You may have a
relay that switches ground as well as relays for Hi and lo beam.

Check that you are getting +12 on the Hi / Lo pins. See if running a wire
from the battery helps.

Be aware that you may have a partial short somewhere, so be careful. Look
for burned or heat damaged connectors in the headlight circuit eg on the
headlight relay(s)

Right headlight, ground wire is black, low beam is Red / blue tracer, high
beam is yellow /red tracer, fuse 18 is for low beam and 16 is high beam.
For referance, left headlight, ground is black, low beam is white / red
tracer, and high beam is light green (no tracer).
Headlight relays should be interchangeable

Follow Stewarts advice.
