Eh, I forgot to ad that I believe that limit you mentioned is the 2-step rev
ceiling.

A two stage or 2-step limiter is one where when the vehicle is not in
motion, the limited is preset at a lower
RPM. This lower limit is generally the correct RPM for a drag launch. The
5,500 rpm limit is right in the ballpark for the EVO.

As soon as the speed sensor outputs a signal to the ECU indicating that the
vehicle is in motion, the limit reverts to the upper redline.

2-steps are a lot of fun on the street.

Oh, then I can live with the factory presets. C&D makes no mention of
the
2 step setup. The way the article sounded as if the 5k limit was
enforced under
all conditions. I was surprised that with 2k lower limit they got exact
same
4.9s 0-60 time they got before the change was implemented. It's all
clear now.
Gotta come up with the cash now.
