1990 Mitsubishi Montero V-6 4dr 4WD.
When the temp gets around 32F or lower, the speedometer makes a funny noise
and reads super high and is very erratic.
Would this be a cable problem or a problem in the speedometer itself?
Any easy cures?

It's pretty common. All it needs is some lubrication. It's probably
been 17 years since it last saw any oil. This site was some of the
best information about Mitsubishi 4wd trucks.

Pull the cable out and lubricate it if possible, otherwise replace it.
