manual 1996 altima, will not start electrical or nuetral safety switch

i have to keep turning the key on/off several times for it to decide to
start.  checked the relay makes no difference(started once right after
replacing it then went back to same prob.).  unhooked nuetral safety and
by/passed it started right up on the first try then right back to the same
prob.  it could take one try to start or 20 tries.  it's so frustrating.
is it electrical?  And is so where would i find the prob. and fix it.    
 please help
