I just took my beloved smog test. The car - a 98 GXE with 69K miles - passed. However, the technician noticed that the HC levels at 15mph were high. Max is listed as 55 PPM, my car rated at 53PPM. At 25 MPH, the car listed 17 PPM (max is 39 PPM). What could be going on? Does this mean I'm running rich? Assume all normal maintenance has been done.
