98 GXE - High Hydrocarbon

I just took my beloved smog test. The car - a 98 GXE with 69K miles -
passed. However, the technician noticed that the HC levels at 15mph
were high.  Max is listed as 55 PPM, my car rated at 53PPM.  At 25
MPH, the car listed 17 PPM (max is 39 PPM).

What could be going on? Does this mean I'm running rich?  Assume all
normal maintenance has been done. My last oil change was about 2500
miles ago.

got it!

I was leaning down that path as well.

Now,the last time I did this was with some SeaFoam on my GM 4.3 Vortec
engine. What to I do here?
