Sometimes when I drive to work at 10:30-11pm, I see headlights flashed by
oncoming motorists to tell me my brights are on, but they're not.

Is this normal for drivers to think my regular headlights are too bright?
Could it just be they're aimed too high?

Get the aim checked.

Has the car been wrecked in the front?  Do you have a heavy load in your
trunk causing your front head lights to point up?

An easy way to determine if the headlights are aimed correctly is to aim the
lights at a wall from about 5 feed.  Make sure the center of the lights are
not above your knees on the wall.  This is not the scientific way to aim you
lights, but it will tell if you have a serious headlight alignment problem.
