have a 1999 nissan maxima gxe the metal that hold the strut(right
front panel i think)  has broke away from the body and the whole thing
has pushed up the hood, how much will this cost to fix and what am i
fixing? Is this just a weld job or what needs to be replaced?

The strut likely failed long ago and is now seized and the tire is
forcing the mount up through the inner fender. It's not going to be
cheap. How much welding depends on how distorted the metal is. It surely
was making a lot of noise before it got that bad, right?

The upper strut insulator has failed .

Worst case you are going to need a new insulator and depending on the strut
a new one of those also.
