A/C fan dead

I have a '97 SE with the electronic A/C unit, and the fan seems to be dead,
or extremely sleepy.  The A/C unit knows that when the temp is set to 65 -
the lowest - that the fan is go to on full blast.  The little icon shows the
fan should be on high, but nothing comes out of the vents.  I've checked all
fuses and relays, everything looks ok.

Any ideas on what else to check, or has anyone had to replace the fan /
motor?  How accessible is it?  I haven't tried to remove the dash but have
done it on other vehicles = PITA.

More than likely it's the blower amplifier rather than the blower itself. To
get to either doesn't require removing the dash.

To test for the blower amp get a test light (don't use a volt meter, it can
give erroronious reading if you don't have a load on the circuit) and see
if you have voltage at the motor first.
