Isn't it the case with climate control that:
When set to Auto
If the cabin temperature is below the requested temperature setting
then the heater will come on.
If the cabin temperature is above the requested temperature setting
then the air conditioning will come on.
When set to Economy:
If the cabin temperature is below the requested temperature setting
then the heater will come on.
If the cabin temperature is above the requested temperature setting
then the air conditioning will NOT come on. This is the "economy", the
cabin let to cool naturally. This setting is usually used in Winter.
A faulty "cabin temperature sensor" would explain the original
poster's problem. In my 2003 it's located behind a tiny vent grill
next to the climate control display.

Not exactly. When it is set to auto the AC is always on unless the
outside temp is below freezing. It adds heat and/or adjusts the
variable compression AC compressor as necessary to achieve the
requested temperature.

This is basically correct. The AC does not come on in econ mode.
