I 've got an 87 Max that needs rack boots replaced. Can I replace
them by just unfastening the inner tie rod from the outer tie rod
without outer tie rod removal, and then slide the new boot over the
inner shaft?
Yes. It might be a little more work, though. GOTTA align it after.

No not without special tools needed to grip the inner tie rod.
The bottom line is the outer tie rod and jam nut need to come off and when
the job is completed the car needs to be aligned.
