Hi. My mom's airbags went off after a little run in with some deer.
She has a 03 Max. After the bags were replaced, the cover to the
airbags is no longer flush with the dashboard. This is on the
passenger side. The dealer told her this was as good as it gets, but
shouldn't it be at least the same as when it was new? any thoughts?

most times after an air bag deployment the whole dash pad needs to be
replaced, it should have been added into the estimate by the body shop that
did the work

Yes, maybe no. A car is never the same after it has been damaged. Try
taking it to an outside source (another body shop) and get their opinion.
If they say the dealership did a shotty job then bring it to their
attention. Best to get all the facts in line from as many sources as you
can before you go back. If it really bugs the heck out of you and the
outside sources say it can be fixed ask to talk to the Zone Representative
at the dealership. The Zone Rep is all powerful. It may take a while to
set up a meeting with him.
