The relays do go bad but never seen one "lock" or weld the point together
which is what would have to happen for it to "lock". If it's doing this
with the key off, that seems very odd as I don't think it should even be
powered up which the key off!
I'd be looking at the wiring schematic and trying to see why it is powered
on with the key off. Just wondering, has anyone added any electronic gear,
radio, alarm, phone ect lately?

Steve - Thanks for the response. In looking at the schematic, it
appears the Motor Relay is always hot , and is controlled by receiving
a ground through either the Actuator Relay or the Control Unit. That
explains why I have to remove battery cable to make it stop. It's also
a good sign that it's probably not the control unit as that isn't
energized with the ignition off. I do get a diagnostic code of (9)
which is "Actuator motor, motor relay circuit". The whole assembly is
kind of buried behind panels but I guess that's the next stept. I'm
strongly thinking/hoping that it is just the "motor relay". Any idea
the price of a "motor relay"?

I'd unplug the comtrol unit and see if it still runs.. Then you know it's
something to do with the actuator relay portion. Process of elimination!
