Sounds like the likely culprit.

Usually is on the back of the instrument cluster or inside it. On some cars
the regulator is Incorporated into one of the gauges yet both share it's
function. Usually it will be the more expensive of the two if that's the
case, I know Honda does it that way..

The instrument cluster has to be removed from the dash but not "the entire
dash"..

Also look out for cracked tracks on the instrument PCB. Vibration causes
these cracks. I had one on a Sunny once when the rev counter stopped
working. A blob of solder to bridge the crack fixed it.

This is especially true at the points where connector pins are soldered to
the board.
