I have a 1993 Altima won't fire have swapped the distributor,
distributor cap, rotor button, computer, and coil from a working
altima still no spark. Anybody have any ideas what may cause this
problem.

remove distributor cap, and check if the rotor turn when you try to start
the car?
If no, the timing belt could be broken.

Rotor does turn timing chain in on.

is the altima an interference engine?

From my Haynes manual (so it may be totally wrong):

Code 21 : Ignition Signal
The ignition signal in the primary circuit is not entered during engine
cranking or running (see a dealer service department)

If you have time, buy the factory service manual.
Lots of troubleshooting steps and more detail than the haynes manual.
Need to determine if you have a fuel delivery problem or ignition system
problem.
Do you have good fuel pressure?
Is the timing correct, may have a slip timing belt?
Are you getting spark at plugs?

No problem witj fuel delivery. Timing chain is good and timing is
correct. I am getting not spark.

Judging by the error code it sounds like the ECU isn't getting the cam
sensor signal, or it is, but for some reason can't generate the signal to
the coil..  I'd test the wiring to the distributor and coil if you haven't
already done that...  can you swap the ecu from that other altima too?

Swapped the ECU from a working Altima. Checked the wiring everything
seems ok with teh wiring.
