It's the flasher relay - in my Maxima its located right under the
dashboard near the driver's right knee. I imagine your's is around the
same place. Just get it going an use your ears to locate it.

I had the blinker act up on my 99 Altima a month or two ago. The problem I
had was when returning to center after making a turn, the relay would
continue to click off and on but the lights didn't light. I took the signal
lever out and apart, saw no signs of anything wrong, cleaned and regreased
it, and it's been fine ever since. It sounds like you might have a
different problem though if yours isn't blinking at all, I just thought I'd
mention this in case mine was the post you saw earlier.

It must be the relay. I should clarify that the clicking sound stops
simultaneously with the blinking light. So its definitely that relay
switch buried in the dash.
I'll try NJMODI's suggestion to find it. Thanks guys.
