You have to check a whole of lot other stuff before starting to make
adjustments to the idle. Need to check for fault codes. Ignition
timing has to be checked at same time, some before setting idle others
in a loop check/set idle, check/set timing, check/set idle, check/set
timing...until you stop making adjustments. Some you have to
disconnect the AAC valve when setting idle, others you disconnect the
TPS, then set base idle 50rpm below normal idle. Can't tell you which
to disconnect. When reconnected the ECU will control the ACC/IVAC to
set correct running idle. You need the manual, $5 CD off E-bay, but
some you can download for free, I have UK S13/S14 manuals (25Mb pdf),
Pathy may be out there somewhere too you just have to look, peer 2
peer networks, bit torrent sites.
Lots of base idle screws are set wrong to compensate for accumulation
of dirt and coke in idle circuit, PCV, breather hoses, EGR, throttle
plate etc. If the idle speed is wrong it means the ECU has lost
control of this function and something is wrong - FIX IT.
