Likely all the dash lights are on one fuse as they are all on the dashboard
dimmer.
The dimmer does work on the other lights, right?

Yes the dimmer works fine on the other lights.

Same as the one that controls the other dash lamps and the tail lights.

All dash lamps and tail lights are working except for this cluster.
Could there be a fuse inline?

The service manual doesn't show one, and there'd be no reason to do that.
The service manual also doesn't show any common point of failure for those
lamps.
Have you checked the bulbs? Maybe they all went at about the same time.

Haven't checked the bulbs yet.
Presumably this is done by removing the heater control panel.Any special
tricks to doing this?
