City Gas Mileage 2001 Nissan Altima

Hi, got this car in late December, and have been disappointed in the
city gas mileage.  I have taken it on the highway only briefly, and
during that time with some highway mileage got about 19.5 mpg for a
tank of gas.  However, I refilled, and the last tank I only got 16 mpg.
This is all city driving, stop and go, in Chicago, where it is
definitely cold at this time of the year.  And most of the trips with
the car are short, probably less than 5 miles per time.  It has 53,000,
an automatic transmission, tires are ok, have adequate air, it idles a
little rough with a slight vibration, but otherwise seems to run just
fine.  Had an oil change recently.  Had the intake manifold gasket
replaced under waranty prior to the last mileage check.   Has this been
other people's experience with this car?  Thanks!
