I have an 83 pulsar, it used to idele great, but sporadically would bog down
horribly when the accelerator pedal was pressed down. I found a tear in one
of the rubber things before the throttle body and taped it up, now the car
wont idle but it runs ok when the rpm's are up. any ideas here?

your electric idle jet( anti dieseling valve) or the alternator isn't
charging.

well i know my voltage regulator is not working, and the alternator is
putting out like 15 amps, i have to have the heater fan on high for me to
run my stereo. i'll look into the idle jet thing

The idle jet relies on the alternator for power. Basically.
Bad alt.= Bad idle!
