The lights In my truck change brightness  all by themselves
whenever engine goes into higher RPMs. Change is happening
at regular intervals as long as engine is in higher RPMs. It stops
when it goes on low idle. Voltage on battery terminals fluctuates
between 18-14 volts.

Any idea what causing that?
Voltage regulator?
Alternator belt?

I would think alternator (VR is internal) as 18v is way high.

Assuming a good meter, then voltage regulator.  The charging
voltage should never reach 15v.

A further thought:

18v is going to do bad things to your battery.  Check the
electrolyte level, and keep it topped up with distilled water.

18v may do much worse things to other electrics/electronics.
