'94 Nissan does not use a special key or have a chip. If your car won't
start because the key won't turn, use the old key.

Also try the key both ways (flip it over). Sometimes one side will not work
but the other will. Often due to wear or a poor copy...
I had 92. That generation does not use a special chip/key.

It does not start means the key will not turn or the car cranks and does
not run, or the key turns and does not crank? The chip question leads
me to believe that the key turns but the engine does not run. Right?

The ignition switch may be loose in the column.
Try this.
Turn the key all the way back to the Off position hard and try to pull
it back further. This may reposition the switch. Then, turn the switch
to Start, but sneak up slowly on the Start position so as not to turn
the switch cylinder, if possible. Do not turn the key hard into the
Start position. If that works, that's the way you'll have to start it
from now on until you get it fixed. It may not work, but it still could
be the switch, or something else.
