My father in law has an 00 or 01 Altima, the dash lights of brake &
battery remain on, whats causing this?

If the charge light is on when the engine is running it means that the
battery is not being charged by the alternator. You can put an
ammeter in series with the positive terminal of the battery to see if
indeed the alternator is putting out current. Otherwise, go get an
electrical system test and they'll likely find that the alternator is
not working. The brake light being on simultaneously with the charge
warning light is an artifact of the warning light circuitry on many
Japanese cars. Get the charging circuit working and the brake light
will go out too. Good luck. Al
