The above mentioned person is buying items on Ebay, paying with
Paypal- then after he receives the item, he tells Paypal and Ebay he
did not receive the item- he then reverses the Paypal payment, and
keeps the item, then leaves the seller a negative feedback.

He also has made his feedback "private" so no other sellers/buyers can
read it.

How about telling us which auction you had that he scammed you on? Let us
see and judge for ourselves.

I'm not advocatiing for the person you claim, wronged you, but I just did a
ebay search of closed auctions in the past 30 days for the buyer mentioned,
and he/she seems to be leaving positive feedback for the ones I looked at.
Could it be, you're not telling everything the way it happened?
