As someone else said, remove the lower hose. They used to sell a
radiator cap/garden hose adapter that would allow connection to a garden
hose to flush the coolant. That way, the whole engine could be flushed,
and not just the radiator. I don't know if they still sell them, but you
could probably rig up something similar.

The problem with those is that they still leave a quantity of "flush
water" in the system. To get that out so that you can accurately
refill with a known mix, or refill with distilled water if you are a
fan of that over tap water, you still need to drain the system.
