1999 Frontier problem

The heater/AC fan is only working on high speed, position 4. Positions
1, 2 and 3 no longer turn the fan on. I can assume it is the switch that is
bad?

it's the definitely the relay .
it's a VERY common problem .
i have an 01 frontier and mine is
located under the glove box
on the bottom of the blower housing .
it plugs in . a 99 might be different .
