I can see the white ice on the roadway pretty well. It's the black ice
that is hard to see. I just assume that there is ice on the road when
the weather is freezing and rain or light snow has fallen.

I was just thinking how laughable such a system would be here in
Ottawa, about 350 miles north of you. It would be reporting "a layer
of ice" pretty much from Christmas through the vernal equinox.

Citroen C5 has temp sensor, and bells in two cases, with a message on
the main screen:
- you start the engine and the temp is below +2°C
- you started the engine long time ago, and the temp comes down under +2°
Don't need any complex and expensive system: temp sensor, buzer, timer.
All manufacturers could do that since 30y, and on all models since 20y.

A more expensive, but still cheaper way than GPS, and more universal
system, could use GSM (GPRS) network to connect internet, and read
weather information in weather stations ...

The problem is significant for people who rarely have ice, only a few
days per year, and are not accustomed to. Of course, we should always
expect ice; but, for example, *I* have snow only 5 times a year, so, I
will not drive all winter long as if I was expecting ice; last winter
meant for me +12°C to +18°C :) That's why ice days were dangerous around me.
And in this case, a "smart thermometer" is way enough.
