The steering wheel should be locked if you can't turn the key, just a little
bit of play in it.
When you push down the brake, you should be able to put the car into any
gear.
..of course I'm remembering all this from memory. I don't give it a second
thought when I get in so I could be 100% wrong. I actually have a '97
Cutlass Supreme... I'll check just what happens when I get in next time.
It sounds like some "safety" linkage has failed. Not something you'd be able
to fix in 5 minutes like a fuse or loose wire.

I ended up calling the Oldsmobile hot line. She suggested the things I had
already tried as well as what you suggested. She then said to put the key in
and out 8 times and then try. My son did that but it didn't do anything.
After a while I tried and at the first turn, no luck but then I turned and
it worked!!
I agree about some "safety" linkage. I'll call the dealer tomorrow/

I was wrong on most counts...
The key should turn regardless of whether or not you are pressing the brake.
I'm pretty sure the key will turn when the car is in any gear as well, but
the way it's set up, you can't remove the key while in gear, and you can't
take it out of gear unless the key is turned.
